Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Immense energy is allocated on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability afforded by current data. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't cause damage this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a principle familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its benefit.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
